Issue 2 presents changes to the Delaware City Charter, which serves as the foundation for our city’s governance. Every eight years, the City Charter is reviewed by a resident-appointed Charter Review Commission, as required by the Charter itself; 2024 is a Charter review year.

The 2024Charter Review Commission conducted a thorough review over the course of 10 weeks and has recommended 18 amendments to the Charter. These proposed changes fall into three categories: substantive changes, clarifications, and style/cleanup revisions. Each amendment is designed to improve clarity, governance, and efficiency in how our city operates.
