The Airport Commission is responsible for matters relating to the Delaware Municipal Airport Jim Moore Field.
Chapter 175; Ordinance 00-50. 7 members – 1 appointed from City Council, one recommended by County Commissioners (residing in County), one member recommended by Delaware Area Chamber of Commerce, and three members residing in the City of Delaware and one member residing in the County appointed by City Council. Responsible for preliminary review of matters relating to the Delaware Municipal Airport. Each member serves a 3 year term.
The Airport Commission meets in January, April, July and October (Third Thursday of the month at 6:30 pm at City Hall).

The Board of Zoning Appeals (BZA) per Section 1125.04 of the City Code is composed of seven volunteer members, consisting of 1 member of Council and 2 At-Large members and 1 member from each ward, with a 3-year term each, staggered.
The Board of Zoning Appeals is responsible for hearing appeals from individuals who are requesting exceptions or variations for City Ordinances in regard to land use and building requirements or from individuals who are questioning the appropriateness of orders made by City officials. It is the Board’s goal to treat all individuals fairly and courteously. Each appeal is heard and decided on its own merit. Be advised that the Board of Zoning Appeals may be limited in their authority, if any, to grant a variance from the Zoning Code.
The Board of Zoning Appeals meets at City Hall the 2nd Wednesday of each month at 6:30 pm.

The Charter Review Commission convenes every eight years to review the existing city charter and make recommendations. The next Charter Review will take place in 2024.
City of Delaware Charter, Section 128: Council shall appoint a Commission of nine electors of the Municipality to review the existing Charter and make such recommendations as it may see fit for revision. The Commission shall submit its report to Council not later than 45 days prior to the date required to certify for the November election of the same year. Thereupon, the Council may take such action as it deems warranted with respect to such recommendations.
The Civil Service Commission serves to create and monitor rules and policies for the City’s civil service. The commission is composed of 3 members and 1 City Council Representative who serve 6 year terms–one to be appointed every other year.

The Historic Preservation Commission oversees preservation activities in the city for buildings, structures and places of historical and architectural significance.
The Historic Preservation Commission is composed of seven volunteer members, of which a majority must be residents of the City consisting of one member of Council and six members selected, to the extent possible, from the following professional backgrounds to 3-year terms:
- A professional historic preservationist or a historian
- An architect
- A real estate agent or a developer
- A Historic District property owner

Architectural Standards
Architectural standards protect and enhance the overall value of property by encouraging the preservation of the character of historic structures and by requiring new construction to be compatible within the District. City staff and the Historic Preservation Commission implement the standards by reviewing all proposed exterior work and new construction within the Downtown Historic District. The review process has historical, aesthetic, and economic benefits to both the property owner and the community.

Applications
Prior to making any changes to any property or structure, including changing or expanding the use, please contact a member of the Planning staff to discuss your proposal. An application is required to be submitted and reviewed by the Historic Preservation Commission before any permits authorizing the change can be issued. Failure to obtain the proper approvals prior to construction can result in significant delays, costs, and alterations.

The Planning Commission governs land use within the municipal boundaries, including planning, zoning, and subdivisions. The Planning Commission serves as an advisory body to Mayor & Council on all zoning and subdivision matters.
The Planning Commission is composed of seven volunteer members, consisting of one elector from each of the four City wards, two at-large, and one member of Council. The City Manager is an ex-officio member/advisor without a vote. This Commission is a recommending body to City Council concerning planning, development, and zoning activities for the City.
The Planning Commission meets the 1st Wednesday (and 3rd Wednesday if necessary) of each month at 6:30 pm.

The City of Delaware Shade Tree Commission promotes the benefits of healthy city trees and vegetation. To fulfill its mission, the commission makes recommendations to the city government regarding the protection, selection, planting, and maintenance of trees within our city limits in order to advance efforts to preserve the existing urban forest. Benefits to city residents include improved air quality, water quality, reduced energy costs, increased property values, and enhanced social condition and beauty.
The City of Delaware has an urban forest of more than 14,000 trees valued at more than $14 million. Every year since 1981, the City of Delaware has been recognized as a Tree City USA by the National Arbor Foundation.

The Shade Tree Commission meets February, April, June, August, October and December (Fourth Tuesday of the month at 6:30 p.m.) at the Byxbe Room at Mingo Park. Additional meetings may be scheduled if needed.

The Sister City Advisory Board is committed to promoting Delaware as a global city, developing international partnerships and networks, and sharing best practices through citizen-to-citizen connections.
The Sister City Advisory Board will be comprised of four (4) members from the public and the one (1) City Council Representative appointed by the Mayor with confirmation of the City Council. The Delaware City School District and Ohio Wesleyan University will recommend a representative which will be confirmed by the Mayor and City Council. The term of office of each member shall be for three (3) years (not including City Council representatives). The terms of the initial appointment shall be staggered; staggered such that not more than three (3) terms shall expire in any calendar year.
